Thomas W. Banner provides counseling and litigation services to clients throughout New Mexico. His practice focuses on residential and commercial real estate law, estate planning and probate, homeowners and condominium association law, professional licensure matters and general civil litigation.
Mr. Banner represented the people of New Mexico as a government attorney as an Assistant District Attorney prosecuting criminal cases; as an advocate for the public's interests in utility and insurance rate-making proceedings; and most recently, he served as prosecutor for the New Mexico Medical Board in licensing and disciplinary cases. He continues to represent the public's interest as litigation counsel for New Mexico administrative agencies.In 2020, Mr. Banner founded Paramount Title of Santa Fe to provide real estate settlement services and title insurance products to the real estate industry.
Mr. Banner is admitted to practice in New Mexico state courts (2006), New Mexico Federal District Court (2008), the District of Columbia (2008), and before the U.S. Supreme Court (2010).
Mr. Banner was awarded a bachelor’s degree in History from the University of Missouri, and a law degree from the University of Baltimore School of Law. While attending law school at night in Baltimore, Mr. Banner worked full-time as an Administrative Legal Officer for the Baltimore Department of Social Services where he assisted the department's attorneys in their efforts to protect children from neglect and abuse.
Mr. Banner has volunteered with the Santa Fe County Teen-Court program to afford youthful non-violent law-breakers a chance make reparation to the community and be held accountable for misdemeanor violations as an alternative to prosecution in the juvenile justice system.
